The City of Treasure Island was given disappointing news on Wednesday, February 17, 2010 that it was not awarded a TIGER grant for the replacement of the Palms and Capri Bridges.

It is interesting to note that no Florida projects received funding under TIGER and no small projects were funded either. It appears that the decision to fund the rail from Tampa to Orlando may have influenced these decisions to spread money to other states/locations.

Over 4,000 residents utilize the Capri Isle and Isle of Palm Bridges as the sole daily access to their neighborhoods.
Businesses, visitors and essential services for emergency response, sanitation and utilities also utilize these single access points on a daily basis.

The Treasure Island Bridge Placement Program presents a critical opportunity to ensure the future safety for over 4,000 residents of the City of Treasure Island whose only means of access to two (2) island neighborhoods is via single, existing legacy bridges originally constructed in the 1950’s.

The two functionally obsolete bridges in need of replacement based upon independent assessments and peer reviews are:

Bridge No. 157880 (Isle of Palms)


Bridge No. 157860 (Capri Isle)

 

Volkert and Associates, Inc. confirmed for the City that the age of the existing structures are
approximately 50 years old, and that is the generally accepted
nominal service life for planning purposes for bridges of that era
and construction type.

The City of Treasure Island, Florida is seeking discretionary fundingthrough the TIGER program pursuant to Article V of the Notice of Funding Availability that encourages application for smaller projects in communities that may otherwise be unable to address immediate transportation infrastructure needs.

The City specifically requests that the Secretary of Transportation grant a waiver of the minimum grant size requirement and award $3.9 million to the City for this program. The City is prepared and has confirmed that it can meet the February 17, 2012 project completion date as a result of its ongoing efforts to assess, plan and undertake preliminary engineering for the bridge replacement program.

The Florida Department of Transportation maintains a priority index for bridge
replacements.

The City of Treasure Island has two bridges in the top fifty for priority replacement.

Currently the
Isle of Palms Bridge is ranked number ten (10) on the district priority list.

The Capri Isle Bridge is ranked number forty- first (41) on the district priority list.

September 25, 2009 - The U.S. Department of Transportation received nearly 1,400 applications from all 50 states, territories and the District of Columbia vying for a share of $1.5 billion the department will award for innovative transportation projects that show significant economic and environmental promise for the nation, a region, or metropolitan area, Transportation Secretary Ray LaHood announced today.
Of the $57 billion in TIGER grants requested, more than half of the applications are for highway or bridge projects, with the rest of the applications focusing on transit, railroad, port infrastructure, multimodal or other investments.
